State of California Health Benefits

  • Medical Insurance - The State offers its employees a wide variety of health insurance options including Kaiser, United, Anthem, and Blue Shield/Blue Cross. For most plans, the State pays most of the premium for employees and their dependents. Medical Insurance is administered by CalPERS.
  • Life Insurance - An employer-paid Basic Group Term Life Insurance Plan available to supervisory, confidential and managerial employees. Employees designated supervisory and confidential have $25,000 of basic insurance coverage and employees designated as exempt and managerial have $50,000 in coverage.
  • Dental Insurance - The State also offers its employees and their dependents the choice of a variety of dental insurance plans. The State pays all or almost all of the plan premium for employees and dependents. CalHR administers the State’s dental insurance plans.
  • Vision Insurance – The State offers both a basic and an enhanced vision insurance plan. two vision plans. There is no cost to employees for the basic plan, and a small fee for the enhanced plan.
  • Employee Assistance Program – A free benefit provided to State employees, the EAP provides a valuable resource for support and information for a variety of situations. Legal, financial and emotional counseling are available as well as a host of benefits like discounts to movies and theme parks.
  • FlexElect Reimbursement Accounts - This tax-advantage program allows workers to set a fixed monthly deduction from their paycheck which is deposited into a “reimbursement account.” Employees can then submit medical expenses for reimbursement from the account. The deduction is before tax withholding.
  • Legal Services – Participation in this group benefit is voluntary and paid by the employee. It can help employees get sound advice and representation to quickly resolve legal issues. The cost is currently about $11 per month.

Salary Continuance and Compensation

  • Long-Term Disability (LTD) - LTD is available to supervisory, confidential and managerial employees. LTD is a type of insurance that provides income protection if the event an employee is unable to work due to injury or illness.
  • State Disability Insurance (SDI) – Most employees are eligible for State Disability Insurance (SDI) Benefits, which are funded by payroll deduction. State Disability Insurance replaces up to 70% of an employee’s wages in the even they are unable to work because of a non-work-related illness or injury. Family leave benefits are included as well.
  • Workers' Compensation - This statewide Program assists in providing both injury prevention services and in coordinating activities designed to return disabled employees to work as quickly as possible.

State of California Retirement Benefits

  • CalPERS - State employees are eligible for defined benefit pensions, administered by the California Public Employees' Retirement System (CalPERS). CalPERS provides guaranteed income and health benefits for State employees after they’ve retired.
  • Savings Plus Program – Administered by CalHR along with Nationwide, this program offers 401(k) and 457 plans to eligible State of California employees. These accounts allow employees to save for retirement through automatic payroll deductions in pre- or post-tax accounts.
  • The State of California also allows for retired state employees to return to work on an intermittent basis. The benefit of being able to work as a Retired Annuitant, without it affecting your pension or healthcare is a fantastic program for State employees.

State of California Vacation and Time Off

  • Traditional Vacation and Sick Leave - Full-time employees receive 2 weeks of vacation per year accrued at the rate of 7 hours per month. The rate increases after 3 years to 11 hours per month (3 weeks per year). Additional hours are accrued after 10, 15, 20, and 25 years of service.
  • Annual Leave - The annual leave program provides eligible employees a combined pool of "annual leave" credits instead of separate vacation and sick leave credits. Annual leave covers the same kinds of absences that otherwise would be covered by vacation or sick leave.
  • In addition to vacation and sick time, California employees are entitled to 11 paid public holidays each year and one personal, "floating" holiday.

Additional State Employee Benefits

  • Student Loan Forgiveness. People choosing careers in public service, like State of California employees, are eligible for student loan forgiveness. After making their monthly student loan payments for 120 months, State of California employees are eligible to have the remainder of loans forgiven, regardless of how much they still owe.
  • Eligible members of the military are eligible for Veterans' Preference for certain State of California classifications. After taking and passing an exam, eligible veterans will be placed in the top rank for hiring in that classification.
